Background
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Program Executive Office Command, Control and Communications-Network (PEO C3N), is issuing this Request for Information (RFI) to conduct market research and assess industry capabilities for a fully integrated, APCO Project 25 (P25) compliant Land Mobile Radio (LMR) subsystem.

The goal is to modernize and ensure interoperability within the Base Emergency Communications System (BECS) to support Army emergency response requirements.

Work Details
The RFI seeks information on the following areas:
1. Company Information: Details about the company including name, CAGE code, UEI, address, and primary contact. Business size/type should also be identified.
2. Corporate Capability & Experience: Ability to engineer, furnish, install, secure, test, train, and sustain a P25-compliant LMR system for large Department of War installations with examples of prior work.
3. Standards & Interoperability: Alignment with P25 features and interoperability with CAD, EMWN, NG911, FRBN across various frequency ranges.
4. Cybersecurity & Compliance: Ensuring compliance with DoD Risk Management Framework and ongoing cybersecurity sustainment strategies.
5. Transition & Continuity of Operations: Approach to transitioning legacy systems while minimizing disruption.
6. Lifecycle Sustainment: Long-term support strategies including spare parts and technology refreshes for over 10 years.
7. Personnel, Security, and Supply Chain: Workforce requirements for Army access and supply chain risk management compliance.
8. Small Business Participation & Teaming: Structuring teaming arrangements if not an OEM and inclusion of small businesses in delivery.
