The Army Contracting Command-Rock Island (ACC-RI), on behalf of the U.S. Army Joint Program Executive Office Armaments and Ammunition, Project Manager for Maneuver Ammunition Systems, and the Joint Munitions Command intends to issue Request for Proposal (RFP) W52P1J-17-R-0141 for the production of small caliber ammunition and the operation, maintenance, and modernization of the Lake City Army Ammunition Plant (LCAAP) for Fiscal Year 2020 through 2029. LCAAP is a Government-Owned, Contractor-Operated facility located in Independence, MO that produces small caliber ammunition, such as, 5.56mm, 7.62mm, Cal .50, Cal .30, and Cal .22 in various packaging configurations. In addition to the production of small caliber ammunition, the operating contractor will be required to maintain and modernize equipment and facilities, and provide numerous base support operations (e.g., environmental, fire protection, safety, security). This procurement will be restricted to those firms located within the U.S. or its outlying areas.
ACC-RI intends to conduct a best value subjective tradeoff source selection to award a single, Firm-Fixed-Price production contract consisting of a base period with five, one-year ordering periods; an evaluated option for two, one-year ordering periods, and an evaluated three year award term provision. There will be a one-year transition period (FY30) to allow for completion of deliveries and ongoing Production Base Support (PBS)/Modernization projects.
This synopsis does not constitute a RFP, and shall not be construed as a commitment by the Government for any purpose.
