Background
The Bureau of Reclamation, Interior Region 10, is issuing this solicitation for the Lahontan Basin Area Office (LBAO) Stampede Power Plant Relay Testing. The purpose of this contract is to conduct the biennial testing and calibration of electrical equipment at the Stampede Powerplant, ensuring compliance with established safety and operational standards.

The project aims to enhance the reliability and efficiency of the power plant's operations, which play a critical role in water management and power production in the region.

Work Details
The contractor shall provide all necessary tools, materials, equipment, labor, transportation, travel, and per diem necessary to perform relay testing and calibration as outlined in the Performance Work Statement. Key tasks include:

1) Testing Protective Relays (62 units)
2) Testing Non-disconnect Interrupter WYIA (1 unit)
3) Testing Power Transformers (1 unit)
4) Testing Instrument Transformers (7 units)
5) Testing Switchgear UCA (2 units)
6) Testing Switchgear DCA (5 units)
7) Testing Molded Case Circuit Breakers (totaling 141 units across various voltages)
8) Testing Panel Meters (30 units)
9) Providing Personal Protective Grounds (16 devices) and hot sticks (8 devices).

An equipment condition report must be submitted within 30 days post-testing, detailing findings and maintenance recommendations. All testing must adhere to Bureau of Reclamation’s FIST manuals and PEB guidelines.

Period of Performance
The period of performance for this contract is from August 1, 2025, to September 30, 2025.

Place of Performance
The work will be performed at Stampede Powerplant located at 501 Stampede Dam Rd, Truckee, CA, 96161.
