Laboratory Water Testing for the NIH Bethesda Campus Central Utility Plant

Background
The objective of this project is to monitor the NIH CUP's water chemistry and ensure it is within the control limits and acceptable levels for protecting against microbial growth, corrosion, and sludge formation or fouling. The Central Utility Plant (CUP), located in Building 11, generates steam and chilled water for distribution to the buildings on the Bethesda Maryland campus. The continuous and efficient operation of the CUP is critical for the NIH mission.

Work Details
NIH seeks to secure a Fixed Price service contract on a Best Value Basis for the Base Year and four (4) Option Years to perform laboratory testing services to monitor the water chemistry of the CUP steam, chilled water, condensate, condenser water, and COGEN systems. The Contractor shall perform recurring lab testing including analysis of iron, silica, zinc, sodium, potassium, aluminum, barium, manganese, copper, sulfate, sulfide, nitrate, phosphate, orthophosphate, chloride, benzotriazole, tolyltriazole, HST, total suspended solids (TSS), Legionella, amine in water.
Nonrecurring lab testing includes analysis of amines in air, particle size distribution analysis, and isothiazolin. The Contractor shall also collect samples and deliver analytical reports within specified time frames.

Period of Performance
The period of performance for this contract is from 07/01/2024 to 06/30/2029.

Place of Performance
The contract work will be performed at the NIH Bethesda Campus Central Utility Plant located at Building 11 in Bethesda MD 20814.
