The Medical Supply Chain at DLA Troop Support is the inventory control point responsible for purchasing laboratory supplies for U.S. soldiers, sailors, airmen and marines around the world and around the clock. Solicitation SPE2DE-17-R-0001 is a standing solicitation from which the Government intends to award multiple contracts to manufacturers and distributors of laboratory supplies. The laboratory supplies included in the solicitation include, but are not limited to, reagents, diagnostics, chemicals, biologicals, appratus, equipment and instruments. Other laboratory supplies and equipment, of a similar character or type, suitable for use by DLA Troop Support customers, may be required as an improvement, replacement or supplement to items listed herein. The laboratory supplies NOT included are those laboratory supplies used for animal research.
The solicitation is being issued as part of a Multiple Award Schedule program using the guidance of FAR Part 16. Subsequent orders will be placed consistent with FAR 8.4. The Multiple Award Program Contracts/Delivery orders are designed to provide logistic support that empowers customers to select products that best meet their mission needs. The objective of this solicitation is to establish long term Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for laboratory supplies ordered through the DLA Electronic Catalog (ECAT) for delivery to Department of Defense (DoD) research centers, hospitals, dental laboratories and clinics, and any federal customer participating in the program.
The solicitation is for a five year period. The estimated 5 year value of the resultant conracts is $491,800,000.00. The forecaster maximum of the resultant contracts is $983,600,000.00. The term of the contracts awarded will be a five year period (no options).
Once the solicitation is issued, there will be periodic openings and closings throughout the five year period. The time for receipt of proposals will be 3:00 p.m./E.S.T. on the last business day of each month (to be determined). Offerors are requested to submit complete proposals for all requirements, including all certifications, as specified in the solicitation. Proposals may be submitted any any time during the open periods of the solicitation.
The laboratory items covered under this acquisition are subjected to the Berry Amendment and the Trade Agreements Act.
