Description

THE WORK CONSISTS OF: The Contractor shall furnish all labor, equipment, and supplies necessary to provide Chemical Analysis of environmental samples for dredged materials as needed for each BPA call under the agreement.

The period of performance of the resulting agreement will be 36 months from the date of award. The BPA Master Limit is $350,000; where no single BPA Call may exceed $25,000 in total cost.

In accordance with FAR 12.201-1(e)(3), the Government is obligated only to the extent of authorized purchases actually made under the BPA.

THE GOVERNMENT INTENDS TO AWARD UP TO THREE (3) BLANKET PURCHASE AGREEMENTS FROM THIS ONE (1) SOLICITATION.

The applicable NAICS code is 541380 with a Small Business Size Standard of $19 Million. All responsible sources may submit a quotation which will be considered by the New England District.

ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.

Background
The U.S. Army Corps of Engineers, New England District, is issuing this solicitation for the purpose of establishing Blanket Purchase Agreements (BPAs) to provide chemical analysis of environmental samples related to dredged materials. The goal is to support dredge material suitability determinations and assess potential environmental impacts associated with navigation and planning projects.

Work Details
The Contractor shall furnish all labor, equipment, and supplies necessary to perform physical and chemical analyses of soil, sediment, and water samples provided by the New England District. This includes:

1. Performing analyses that meet the requirements specified in the Regional Implementation Manual for analytical reporting limits, sample handling protocols, quality assurance and quality control measures, and Electronic Data Deliverables (EDDs).

2. Delivering pre-preserved bottleware and receiving samples from the NAE Environmental Laboratory located on Fort Devens, MA.

3. Maintaining compliance with a Laboratory Quality Assurance Plan (LQAP) accepted by the NAE Dredged Material Management Team.

4. Providing a price schedule for all analyses including optional surcharges for expedited turn-around times.

The BPA allows for multiple calls up to a maximum of $350,000 with no single call exceeding $25,000.

Period of Performance
The period of performance for the BPA will be three years from the date of award.

Place of Performance
The work will be performed within the footprint of the New England District states.
