Laboratory Information Management System (LIMS) Service and Maintenance

Background
The Walter Reed Army Institute of Research (WRAIR) provides unique research capabilities and innovative medical solutions to address Force Health Protection and Readiness challenges faced by U.S. Service Members.

The Center for Enabling Capabilities (CEC) at WRAIR aims to advance medical capability and countermeasure development through professional research support. The Pilot Bioproduction Facility (PBF) within the CEC specializes in developing vaccines and biologics for military-relevant infectious disease threats, operating as a current Good Manufacturing Practice (CGMP)-compliant facility.

This requirement seeks to provide technical support, maintenance, software upgrades, and security fixes for the LabVantage Pharma Laboratory Information Management System (LIMS), which is essential for managing samples and data efficiently without external network connectivity.

Work Details
The contractor will maintain access to and operation of the LabVantage Pharma v8 LIMS on the PBF’s non-networked plant infrastructure. Tasks include:
1) Providing maintenance on an as-needed basis to assure optimal system performance with a 24-hour response time;
2) Ensuring compliance with DoD information security protocols;
3) Delivering software updates and patches within 48 hours of release;
4) Offering technical support during standard operating hours (0800-1600 EST, Mon-Fri), with emergency support available;
5) Furnishing all software updates/patches issued by the LIMS manufacturer;
6) Maintaining a service log detailing technical support incidents;
7) Providing emergency bug fixes with a 24-hour response time;
8) Submitting deliverables electronically to the Contracting Officer Representative (COR). Compliance with federal laws, safety regulations, and IT standards is mandatory.

Period of Performance
Base Period from September 30, 2025, to September 29, 2026, with four option years extending through September 29, 2030.

Place of Performance
501 Robert Grant Avenue, Silver Spring, MD 20910; all Contractor support will be provided virtually.
