Laboratory Equipment Inspection, Calibration and Repair Services

Background
The Federal Highway Administration (FHWA) is issuing this solicitation for Laboratory Inspection, Calibration, and Repair Services to support current and future roadwork projects across a 19-state region.

The goal of this contract is to ensure that laboratory equipment used for materials testing and quality assurance is properly inspected, calibrated, and repaired according to applicable standards. This acquisition is not set-aside for small business concerns.

Work Details
The contractor will provide non-personal services including:
1. Inspection services for equipment used in testing highway construction materials such as soils, aggregates, asphalt, and concrete.
2. Calibration and verification of equipment in mobile laboratories at project construction sites, as well as at the Central Federal Lands (CFLHD) Depot in Lakewood, Colorado, and the Western Federal Lands (WFLHD) Facility in Vancouver, Washington.
3. The contractor must have A2LA accreditation to ISO/IEC 17025 from a national calibration agency covering mechanical, dimensional testing, thermodynamics, time and frequency, and fluid quantities.
4. Provision of specialized measuring devices that are traceable to the National Institute of Standards and Technology (NIST).
5. Personnel must be qualified to perform inspections on highway materials testing equipment and associated components. Inspections will occur in approximately 22 mobile testing trailers across 19 Western States including Alaska, Arizona, California, Colorado, Hawaii, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming.

Period of Performance
The contract will have a base year from January 1, 2026 to December 31, 2026 with four one-year options extending through December 31, 2030.

Place of Performance
Services will be performed at various locations including mobile trailers at project construction sites throughout the specified states as well as at CFLHD Depot located at 12305 W. Dakota Avenue in Lakewood, CO and WFLHD Facility located at 610 East 5th Street in Vancouver, WA.
