L3 Latitude HQ-90C

NASA Armstrong Flight Research Center (NASA/AFRC) plans to issue a sole source contract to L3 Latitude, LLC, 744 South Euclid Avenue, Tucson, AZ 85719-6626,

(1) to manufacture one prototype HQ-90C with the differential GPS feature built to L3 Latitude production quality specifications prior to modification;

(2) to integrate and insure the payload components installed on two HQ-90C aircraft delivered to NASA function correctly. The Payload integration will be completed to L3 Latitude production quality specifications. Payload integration includes a number of government furnished equipment (GFE);

(3) to design and manufacture two custom sets of prototype wings to accommodate Scientific Applications and Research Associates (SARA) acoustic payload on two HQ-90C air vehicles;

(4) to support NASA with the integration of the SARA payload into each set of custom wings.

Due to the nature of the acquisition, L3 Latitude's HQ-90C meets the requirements of flight performance, payloads integration, and mission capabilities better than any other vehicle from other competitors. L3 Latitude is currently collaborating with NASA to advance autonomous air vehicle operations and are willing to provide products and engineering support.

The Government does intend to acquire a commercial item using FAR Part 12 and Part 13.

Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. PST on October 30, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
