On-Site Inscriptions for NCA Multiple Cemeteries The purpose of this amendment is to provide a revised Combined Synopsis/Solicitation document which is attached separately to this amendment. The response due date and time is NOT extended and remains at 25 July 2025 at 2:00 p.m. CST. The Combined Synopsis/Solicitation has been revised to correct the items (upright headstone, a niche cover and a flat marker) that shall be covered on the Gantt Chart submission. Note: There will not be a SF30 to sign for this amendment. Quoters shall provide a statement of acknowledgement and receipt of any and all amendments. Failure to acknowledge all amendments will result in the Interested Quoter being considered non-responsive and ineligible for award.

Background
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) is responsible for providing headstones, markers, and niche covers for deceased veterans worldwide. This contract aims to furnish On-Site Inscription Services at multiple national cemeteries, ensuring that memorial monuments are accurately inscribed to honor veterans, including those whose remains are non-recoverable.

The contract will be executed through individual task orders for each cemetery.

Work Details
The Contractor shall provide all labor and materials necessary to perform inscription services on government-owned headstones, markers, and niche covers at the awarded cemetery. Specific tasks include:

1. Inscribing names, ranks, service details, and emblems on approved monuments.
2. Ensuring all inscriptions meet government specifications regarding font style, depth, spacing, and dimensions as outlined in the drawings provided in the attachments.
3. Managing the disposal of any rejected or damaged monuments as per contract specifications.
4. Storing monuments securely to prevent theft or damage from vandalism or weather conditions.
5. Providing a quality control plan to ensure compliance with daily, weekly, and monthly requirements of the Statement of Work.

Period of Performance
The contract period includes one base year from October 1, 2025 – September 30, 2026, with four optional one-year extensions available at the discretion of the VA.

Place of Performance
The services will be performed at multiple locations including: Cape Canaveral National Cemetery in Florida; Fort Rosecrans National Cemetery in California; Jacksonville National Cemetery in Florida; Miramar National Cemetery in California; Ohio Western Reserve National Cemetery in Ohio; Riverside National Cemetery in California; Sacramento Valley National Cemetery in California.
