Off-Site Inscription Services for NCA Districts The purpose of this amendment is to address submitted questions and to provide a revised combined synopsis/solicitation which is attached separately to this amendment. The response due date and time is NOT extended and remains 31 July 2025 at 10:00 a.m. CST. The Combined Synopsis/Solicitation has been revised to remove references to on-site inscriptions and to correct the items that shall be covered on the Gantt Chart submission. Note: There will not be a SF30 to sign for this amendment. Quoters shall provide a statement of acknowledgement and receipt of any and all amendments. Failure to acknowledge all amendments will result in the Interested Quoter being considered non-responsive and ineligible for award.

Background
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) is responsible for providing headstones, markers, and niche covers for deceased veterans worldwide. This contract aims to facilitate Off-Site Inscription Services for monuments designated for various NCA districts, including the North Atlantic, Midwest, Southeast, Continental, and Pacific Districts.

Work Details
The contractor will be responsible for all labor, materials, and transportation necessary to perform the following tasks:

1. Pickup or schedule a pickup of government-furnished blank niche covers and memorial wall markers from designated cemeteries.

2. Segregate these items by cemetery at the contractor's facility.

3. Perform off-site inscription services on the monuments as per orders received.

4. Package and deliver the inscribed monuments back to the appropriate cemeteries.

The contractor must ensure that all transportation for both pickup and delivery is managed by them. The contract also allows for the addition or removal of cemeteries from the list provided in Appendix A.

Period of Performance
The contract will have a base year from October 1, 2025, to September 30, 2026, with four optional one-year extensions available at the discretion of the government.

Place of Performance
Contractor’s Facility; specific locations will depend on where the work is ultimately performed.
