Safety of Dams Environmental Monitoring System Operation, Data and Support
Background
The solicitation is for the operation, data, and support of the Safety of Dams Environmental Monitoring System (SDEMS) under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract is administered by the Bureau of Indian Affairs (BIA) and is set to be awarded to a small business concern.

Work Details
The work includes providing services specified in written individual Task Orders (TOs) issued by a Contracting Officer (CO). The TOs may be awarded on a Firm Fixed Price (FFP) basis and may include travel as a direct reimbursable allowable fee. The IDIQ contract will consist of five years with no options.

The Contractor shall provide fully burdened rates/prices for the 5-year IDIQ and each representative TO, including labor categories, licensing and data service, Cost of Goods Sold (COGS), and burdened rates. Travel costs shall comply with the Federal Travel Regulation. The resulting contract(s) will be for non-personal services, under which the contractor is an independent contractor. The Contractor must obtain necessary licenses and permits and comply with applicable laws, codes, and regulations.

Period of Performance
The period of performance for the IDIQ will be five years from the effective start date. For Task Orders issued before the expiration of the IDIQ contract, the period of performance may extend up to twelve months after the expiration of the IDIQ contract.

Place of Performance
Delivery locations will be defined at the Task Order (TO) level.
