Description

26 June 2025: A Justification and Approval (J&A) was posted to SAM.gov regarding modification P00015 to Kuwait S&RTS contract (HTC71119DR014).

Background
The United States Transportation Command (USTRANSCOM), Directorate of Acquisition, is responsible for the modification of the Kuwait Stevedoring & Related Terminal Services (S&RTS) contract (HTC71119DR014).

The Military Surface Deployment and Distribution Command (MSDDC) and the 840th Transportation Battalion require continued support for transportation initiatives involving strategic seaports. This justification is for a modification to extend the contract period due to the urgent need for these services.

Work Details
The required services include Third Party Logistics (3PL) support, which encompasses:
- Receipt and processing of cargo
- Logistics and tracking of cargo
- Loading and discharging of cargo via all designated conveyances as specified by the Contracting Officer's Representative (COR).

If no contractual action is taken, SDDC will be unable to support critical transportation initiatives at strategic seaports.

Period of Performance
The modification will extend the period of performance by two months plus four one-month options, totaling up to six months, from 15 July 2025 through 14 January 2026 if all options are exercised.

Place of Performance
The services will be performed at the Ports of Kuwait.
