Kuwait Base Operations and Security Support Services (K-BOSSS) 2.0   3

This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action to Contract W52P1J-16-C-0070. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement.
The Army Contracting Command - Rock Island (ACC-RI) awards Contract W52P1J-16-C-0070 to KBR-Triple Canopy, LLC, for the performance of Kuwait Base Operations and Security Support Services (K-BOSSS) 2.0 in the Area Support Group - Kuwait (ASG-KU) Area of Responsibility (AOR). Base life and security support, maintenance and emergency services are needed to accomplish the missions and functions of assigned and tenant units throughout Kuwait, providing Joint Reception, Staging, Onward Movement and Integration (JRSOI). KBR-Triple Canopy, LLC shall provide these services at the following locations: Camp Arifijan, Udairi Army Airfield (UAAF), Camp Buehring, Patriot at Kuwait Naval Base (KNB), Udairi Range Complex, Seaport of Debarkation (SPOD), and Ariel Port of Debarkation (APOD) located at Kuwait City International Airport (KCIA). The Base Year of Performance for this Contract is one year, inclusive of a four-month transition period and eight month of contract execution. Four (4) one year evaluated option periods are available following the Base Period and may be exercised if deemed necessary by the U.S. Government. Option Year 4 will include eight months of contract execution and a four-month phase-out period, if executed. The Option to Extend Services under FAR 52.217-8 is included in the contract value and evaluated in accordance with the solicitation. Each option period will be funded separately. The U.S. Government is not obligated to exercise any option period. Period of Performance are as follows:
Phase-in Period (4 months): 30 September 2016 through 29 January 2017
Base Period (8 months): 30 January 2017 through 29 September 2017
Option Year 1 (12 months): 30 September 2017 through 29 September 2018
Option Year 2 (12 months): 30 September 2018 through 29 September 2019
Option Year 3 (12 months): 30 September 2019 through 29 September 2020
Option Year 4 (8 months): 30 September 2020 through 29 May 2021
Phase-out Period (4 months): 30 May 2021 through 29 September 2021
Option to Extend Services (6 months): 30 September 2021 through 29 Marcch 2022
The initial K-BOSSS 2.0 solicitation W52P1J-14-R-0001 and contract W52P1J-16-C-0070 includes the following FAR clauses: 52.237-3, 52.217-8, and 52.217-9.
