Kuwait Air Terminal and Ground Handling Services (ATGHS)   4

The purpose of this synopsis is to notify interested parties that the United States Transportation Command (USTRANSCOM) Acquisition Directorate (TCAQ) anticipates issuance of a solicitation to provide Air Terminal and Ground Handling Services (ATGHS) for Air Mobility Command at Cargo City Kuwait International Airport, Kuwait. ATGHS services will be provided for all U.S. Government owned or operated aircraft, U.S. sponsored foreign Government aircraft, Coalition Forces aircraft, Kuwait Air Force aircraft, commercial contract aircraft, and commercial tendered aircraft at Cargo City Kuwait International Airport, Kuwait, in support of the Defense Transportation System. The Contractor shall facilitate on-time aircraft departures and maintain the ability to provide the full range of ATGHS 24-hours a day, seven days a week, which includes a sustained Working Maximum on Ground, capability of two (2) wide-body aircraft or any combination of narrow-body, which equate to two (2) wide body aircraft. Handling of classified information shall require the Contractor to have a facility clearance prior to beginning contract performance. The Government intends to award a contract with a Base period of 1 October 2023 through 30 September 2024 and four (4) one-year option periods with a potential six-month extension.

The NAICS code is 488119. A Request for Proposal will be available on www.sam.gov on or about 16 March 2023. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal, which shall be considered by the USTRANSCOM/TCAQ in accordance with the evaluation criteria. This procurement will be a competitive best value source selection. The Government will conduct a Performance Price Trade-Off source selection in which competing offerors'non-price factors will be evaluated on a basis significantly more important than cost or price considerations. Technical factors (Performance Work Statement (PWS) Acknowledgement; Staffing/Implementation Plan; Continuation of Mission Essential Services Plan) will be evaluated on an Acceptable/Unacceptable basis. The anticipated award date is 29 June 2023.

A pre-proposal conference will not be conducted in person, the pre-proposal teleconference will be conducted via Microsoft TEAMS teleconference on 22 March 2023 at 9:00 a.m. Central Standard Time (CST) for the purpose of reviewing the solicitation, discussing PWS requirements, and accepting questions.
