Background
This solicitation is issued by the U.S. Army for the Keris Strike 2026 (KrS26) exercise, aimed at strengthening alliances and partnerships between the United States and Malaysia. The contract seeks to provide Port Handling and Inland Transportation (PHIT) services to support exercise objectives, thereby enhancing security relationships between the two nations.

Work Details
The contractor will be responsible for providing non-personal services related to Port Handling and Inland Transportation (PHIT) and Material Handling Equipment (MHE) services. Key responsibilities include:
1. Total responsibility for planning, programming, administering, managing, and executing all functions necessary to provide the specified services.
2. Compliance with applicable U.S., Malaysian, and local laws and regulations.
3. Provision of all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for service delivery.
4. Conducting work in accordance with the Performance Work Statement (PWS).
5. Maintaining accurate records and compiling historical data as required.
6. Ensuring quality control measures are in place to meet performance standards.
7. Flexibility to accommodate changes in schedule or service requirements as directed by the government.

Period of Performance
The contract period of performance is from July 5 to July 30, 2026.

Place of Performance
The primary place of performance will be various locations within Malaysia.

Bidder Requirements
Bidders must demonstrate relevant experience in providing similar services and may need to submit documentation such as:
1. Completed Order Sheet PHIT KRs26.
2. Recent and Relevant Work Experience Questionnaire.
3. Compliance with safety regulations including proper safety equipment for personnel.
4. Ability to respond promptly to communications from the Contracting Officer's Representative (COR).
