Background
The Kanawha River Cylinder Inspection/Rehab contract is issued by the U.S. Army Corps of Engineers, focusing on the rehabilitation of hydraulic cylinders used in water control gates at London Locks and Dam and Winfield Lock and Dam. Work Details
The contractor will be responsible for all labor and materials necessary for the rebuilding of KRL Cylinders, which includes: disassembly, examination, procurement of condition/repair plan reports, replacement and fabrication of components as per repairs, re-assembly, testing, painting, pickup, and delivery. Specific tasks include:
- Fabrication of components for Direct Connect Cylinder with specified dimensions.
- Replacement/repair plan for Winfield Gate hoist cylinders with itemized quotes for new cylinder rods.
- Ensuring piston rods are made from stainless steel comparable to 17-4PH and hard chrome plated.
- Providing a list of additional recommended repairs based on cylinder condition prior to commencing general repairs.
- Conducting quality control checks throughout the process to ensure compliance with specifications.
- Performing hydraulic tests under specified conditions to verify no leakage and operational efficiency.
- Painting all surfaces with epoxy-polyamide paint according to SSPC standards before final assembly.

Period of Performance
The contract work is expected to be completed within fifty (50) calendar days after receipt of Notice of Award.

Place of Performance
Work will be performed at the contractor's facility as well as at London Locks and Dam (101-70 East Dupont AVE London, WV 25126) and Winfield Lock and Dam (170 Lock Road, Red House, WV 25168).

Bidder Requirements
Bidders must meet specific requirements including: Small Business Set Aside - Total (SBA), a minimum of 10 years experience in servicing large hydraulic cylinders, certification by the National Fluid Power Association, submission of three examples of past projects with similar scope and complexity with their bid. Contractors must also be located within a 300-mile radius of the Huntington District.
These Specifications cover all labor and materials necessary for the rebuilding of KRL Cylinders including disassembly, examination, replacement and fabrication of components in agreement of modifications, re-assembly, testing, painting, pickup and delivery.
