Description

The Naval Sea Systems Command intends to award a contract, on a sole source basis, to General Dynamics Mission Systems (GDMS), Inc., in accordance with FAR 6.302-1, for the Block I retrofit of five Surface Mine Countermeasure Unmanned Undersea Vehicle (SMCM UUV) systems and engineering services as a logical follow on to the Knifefish Engineering and Manufacturing Development (E&MD) Contract, N61331-11-C-0017 under the SMCM UUV Knifefish program. This contract is for a 21 months period and estimated at $52.21M. Anticipated award date is 30 September 2020.

This contract will provide for; 1) Knifefish Block 1 development and test, 2) Retrofit of the five Block 0 Low Rate Initial Production (LRIP) systems to incorporate the Block 1 upgrade improvements ; 3) Littoral Combat Ship (LCS) testing and integration related efforts; 4) Development and implementation of Engineering Change Proposals (ECPs) including, but not limited to: Problem Report correction, obsolescence, Fleet requested usability changes, etc.; 5) Maintenance support of the Engineering Development Model (EDM) and Block 0/1 LRIP vehicles; 6) Logistics support and documentation updates; 7) Support to the Navy for transition to an alternative Contractor; 8) Trade studies and design reviews of deep mine burial sensors and Post Mission Analysis software, and 9) Travel and material support for engineering services. As the incumbent of the current ED&M and LRIP contract, GDMS is the only source with the requisite knowledge and expertise to provide uninterrupted comprehensive engineering support for the Block 1 development and test, and provide interim support for the Knifefish system. GDMS is the only known source capable of providing the required support to the Navy in the time frame required in order to prevent possible disruption and unacceptable delays in mission critical efforts necessary to support the delivery of the Mine Countermeasures Mission Package for the Fleet.

The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other types of supplies or services will satisfy agency requirements to support the Fleet.
