KMC Area Commissaries Total Maintenance Services

Background
The Defense Commissary Agency (DeCA), a U.S. Federal Government agency within the Department of Defense, is seeking maintenance services for its commissaries in the Kaiserslautern Military Community (KMC) area, specifically in Baumholder, Ramstein, and Vogelweh.

The goal of this contract is to ensure the continuous operation of these facilities by providing necessary maintenance services to their aging infrastructure.

Work Details
The contractor will provide Preventive Maintenance (PM), Emergency Maintenance (EM), and Unscheduled Maintenance (UM) services for DeCA’s commissary facilities and equipment. This includes:

1. Preventive Maintenance: Regularly scheduled activities to prevent unexpected failures, including inspections and adjustments;
2. Emergency Maintenance: Immediate attention to issues posing threats to safety or operations;
3. Unscheduled Maintenance: Repairs triggered by unexpected equipment failures.

The contractor must adhere to commercial standards, host nation laws, and DeCA’s standards while minimizing environmental impacts through environmentally sound practices. The contractor is responsible for hazardous material disposal and maintaining accurate records of refrigerants used in equipment.

Period of Performance
The contract will undergo a mandatory 30 to 45-day Phase-In Period upon award, transitioning into full operational readiness thereafter.

Place of Performance
Kaiserslautern Military Community area including Baumholder, Ramstein, and Vogelweh.

Bidder Requirements
Bidders must provide qualified personnel with relevant experience for PM, UM, and EM services. They must have sufficient technically qualified personnel to complete at least 70% of the requested work internally. A Contract Manager (CM) must be designated with contact information provided prior to contract start. Personnel must be able to communicate effectively in English and comply with installation access requirements.
