Description

This is NOT a solicitation. This is a sources sought synopsis of the an intended procurement of KGV-31 COMSEC/TRANSEC Cryptological Devices in support of the SBIRS and NG-OPIR Programs being managed by United States Space Force (USSF) Space Systems Command (SSC).

Next Generation Missile Warning systems and current Missile Warning systems in sustainment are early-warning assets that provide early detection of missile launches worldwide. These multiple programs utilize the KGV-31 Crypto-modernized COMSEC-TRANSEC Module. The KGV-31 inserts into the legacy SBIRS Enhanced Multimode Modem (SEMM) and OPIR-SBIRS Enhanced Multimode Modem (O-SEMM) to provide a complete TRANSEC solution for the programs. Both the KGV-31 and SEMM/O-SEMM are packaged for operations; both are required for full operational support. The KGV-31 maintains the Control and Status (C&S) RS-232 interface, the TRANSEC TOD input interface, and TRANSEC output stream interface to the SEMM/O-SEMM. The KGV-31 is the only NSA approved TRANSEC solution for the SBIRS and NG-OPIR systems that provides operational capability and is the gold standard for all TRANSEC developmental activities to this day for the missions.

Those interested in providing statements of capabilities and explaining how the contractor is able to effectively and efficiently produce KGV-31 COMSEC/TRANSEC Cryptological Devices for SBIRS and NG-OPIR may submit a package to the Points of Contact listed below.

The written qualification package must include the following information: 1) contractor name and phone number, 2) a Statement of Capabilities (SOC) detailing capabilities to produce the required items. 3) a list of names and phone numbers of references to whom you have produced these items for and 4) type of business, and whether you are a large or small company, socio-economic classification, and whether your company is U.S. or foreign owned. The small business size standard for this requirement is NAICS 334220. The Statement of Capabilities (SOC) must conform to 8.5 X 11-inch pages, with font no smaller than 12-point, and it shall not exceed five. pages and must be submitted by 04-Dec-2024.

No detailed technical data nor drawings are available from the Government. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the following Points of Contacts: Mr. Peter Brachhold, Contract Specialist, at peter.brachold@spaceforce.mil and 1st Lt Jaeyoung Park, USSF, Program Manager, at jaeyoung.park.1@spaceforce.mil within fifteen (15) calendar days of this publication by 4:00 PM. Any interested source must receive approval by the National Security Agency (NSA) to perform these requirements. Such approval must be received as part of the statement of capability submission package. All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach or not.

Background

These programs are critical for early detection of missile launches worldwide, utilizing advanced technology for missile warning systems.

Work Details
The contractor will be responsible for producing KGV-31 Crypto-modernized COMSEC-TRANSEC Modules, which integrate with the legacy SBIRS Enhanced Multimode Modem (SEMM) and OPIR-SBIRS Enhanced Multimode Modem (O-SEMM).

The KGV-31 provides a complete TRANSEC solution, maintaining essential interfaces such as Control and Status (C&S) RS-232, TRANSEC TOD input, and TRANSEC output stream to the SEMM/O-SEMM.
