Description

The US Army Contracting Command-Redstone, Operations, Services, & Training Division, plans to obtain information to serve as market research to help identify potential sources that can provide the following research: U.S. Army (TMDE) (USATA) is interested in creating a multi-year requirements contract for a requirement for one (1) Lot size during a twelve month period of performance to provide commercial repair and calibration of all various Fluke equipment manufactured by Fluke Electronics and Fluke Subsidiaries. This RFI will utilize NAICS Code 811210.

Background
The U.S. Army Contracting Command-Redstone, Operations, Services, & Training Division is seeking to establish a multi-year requirements contract for the calibration and repair of various Keysight Technologies equipment.

The U.S. Army Test Maintenance, Diagnostic Equipment (TMDE) Activity (USATA) is responsible for ensuring that measurements made with calibrated TMDE are traceable to national and international standards. USATA supports over 842,000 test instruments for 15,000 customers across multiple states and countries, providing essential calibration and repair services to the Army Material Command (AMC), Army National Guard (ARNG), and Component Active Army (COMPO 1).

Work Details
The contractor will provide commercial factory repair and calibration services for Keysight original equipment. Key tasks include:
1. Certificate of Certification: The contractor must have a valid ISO 17025 certification and provide necessary equipment, facilities, resources, management, and qualified personnel for calibrations and repairs.
2. Incoming Receipt and Inspection: Perform inspections within 7 days of receipt of equipment, documenting any damage with photographic evidence.
3. Calibration and Repairs: Equipment must be calibrated to OEM specifications. The contractor will replace defective parts with OEM parts only and apply necessary software/firmware updates. If repairs are needed beyond calibration capabilities, the contractor must notify USATA within 7 days with an estimated repair plan.
4. Preliminary Evaluation Repairs: Conduct evaluations to determine the extent of repairs needed; corrective maintenance may be required if issues are found during preventive maintenance.
5. Standard and Non-Standard Repairs: Define standard repairs as those for equipment under 5 years post-warranty; non-standard repairs require a firm fixed price quote from the contractor.
6. Preparation for Shipment: The contractor is responsible for shipping all units back to USATA after calibration/repair at government expense.
7. Inspection and Acceptance: USATA will inspect all returned equipment for calibration verification, damage inspection, and proper packaging.

Place of Performance
The services will be performed at the contractor's facility as well as at various locations where the equipment is used.
