Description

N0016426Q0202 SOLE SOURCE KEYSIGHT COMPONENT REPAIR FSG J059 NAICS 334515

ISSUE DATE 01-JUL-2026 CLOSING DATE 23-JUL-2026 11:00 PM Eastern Time

ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a Firm Fixed Priced, Commercial Service requirement in support of MK-99 and OE-120 to repair asset N5183B/ SG61252508 MXG X-Series Microwave Analog Signal Generator (MK-99), an evaluation of E8362B NETWORK ANALYZER (OE-120), and an option for repair for results of the evaluation of E8362B NETWORK ANALYZER (OE-120).

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only , Keysight Technologies, Inc. of Colorado Springs, Colorado, Cage Number 7ZXR5, under the authority of FAR 12.201-1 for Commercial services using simplified procedures. This is being solicited on a sole source only basis because Keysight retains exclusive proprietary rights to the specialized technical data, diagnostic software, engineering drawings, and internal schematics required to accurately calibrate, troubleshoot, and repair both the N5183B MXG Microwave Analog Signal Generator and the E8362B Vector Network Analyzer. The restriction of this acquisition to Keysight Technologies is further necessitated by the existence of exclusive proprietary licensing agreements and intellectual property rights over the diagnostic software, firmware, and calibration systems of the N5183B and E8362B assets. Keysight has not authorized or licensed any third-party commercial vendors to access, modify, or utilize their proprietary calibration software suites, internal source codes, or specialized firmware. Awarding this effort to any vendor other than Keysight Technologies would result in substantial, unrecoverable duplication of costs and unacceptable delays that would directly compromise the operational readiness of the MK-99 and OE-120 programs. To procurement repair and evaluation services from a third party vendor would cost the Government in excess of $100,000 and delay providing these instruments back to the warfighter by several months. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR 12.201-1 as a written Firm Fixed Priced Request for Quotes . Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N0016426Q0202 is hereby issued as an attachment hereto.

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/. It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation.

Background
The Naval Surface Warfare Center (NSWC) Crane has a requirement for a Firm Fixed Priced, Commercial Service contract to support the repair of specific military assets, namely the MK-99 and OE-120 systems. The goal of this contract is to ensure the operational readiness of these systems by utilizing specialized services provided exclusively by Keysight Technologies, Inc., which holds proprietary rights to the necessary technical data and software.

The contractor will be responsible for the following tasks:
1. Repair of asset N5183B/SG61252508 MXG X-Series Microwave Analog Signal Generator (MK-99).
2. Evaluation of E8362B NETWORK ANALYZER (OE-120).
3. Option for repair based on the results of the evaluation of E8362B NETWORK ANALYZER (OE-120).

The services must be performed using proprietary calibration software and diagnostic tools that are only available from Keysight Technologies.

Period of Performance
The contract will be performed over a specified period starting from the award date, with no exact duration provided in the solicitation.

Place of Performance
The work will primarily take place at the facilities of Keysight Technologies, Inc. located in Colorado Springs, Colorado.

Bidder Requirements
Only Keysight Technologies, Inc. is eligible to bid due to their exclusive rights to proprietary calibration software and technical data necessary for repairs. All contractors must comply with specific representations regarding tax liabilities and felony convictions.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on closely related prior awards to Keysight Technologies for repair and evaluation of the same types of test instruments. Specifically, Keysight was awarded N0016425PW562 (value $121,172; 06/03/25–02/26/26) for “KEYSIGHT REPAIR AND EVAL,” and N0016425PW606 (value $45,316; 08/18/25–08/17/26) for “KEYSIGHT REPAIR.” The current requirement similarly calls for repair of the MK-99 (N5183B MXG) and evaluation (OE-120/E8362B), with an option for follow-on repair based on evaluation results, which aligns with the prior “repair and eval” scope.
