The Bureau of the Fiscal Service (BFS) is issuing solicitation 20342324R00003 for a Keyless Lock Replacement System for both campuses of the Armed Forces Retirement Home located in Washington, DC and Gulfport, MS, as described in the Performance Work Statement (PWS) and attachments.

This action is a 100% Small Business set-aside under NAICS 334290.

The Government anticipates award of a Firm-Fixed-Price contract resulting from this solicitation.

The contract is anticipated to be awarded for one (1) five-month Base Period.

In addition to the proposal for the specifications, all information required on the clause package, including any instructions to the vendor, must be completed and included with your proposal. Please see the attached PWS for complete details for this requirement. See the solicitation clauses for terms, conditions, and details.

***Amendment 0001 is now included with this posting to answer all questions asked by participating vendors. There are also new attachments to support the information provided on Amendment 0001. In addition to this Amendment, a two week extension has been granted to allow vendors time to submit proposals.

Background
The Bureau of the Fiscal Service (BFS) is issuing solicitation 20342324R00003 for a Keyless Lock Replacement System for both campuses of the Armed Forces Retirement Home located in Washington, DC and Gulfport, MS. This action is a 100% Small Business set-aside. The contract is anticipated to be awarded for one (1) five-month Base Period.

Work Details
The Contractor shall provide and pay for all applicable labor, material, tools, equipment, shop drawings, submittals, layout, unloading, scaffolding, ladders, hoisting, transportation, supervision, taxes, and any other items or services necessary for the proper execution and completion of the work.
The scope includes designing and providing a new cloud-based Electronic Security System (ESS) consisting of access control and intrusion detection to entirely replace the existing keyless lock system including keyless locks, card readers, associated locking devices, and any other applicable related equipment with a cloud-based keyless lock system.
The work also involves establishing or performing all work necessary for AFRH to activate an account for the cloud-based service that operates with the keyless lock system.
The Contractor shall install, document, and test a fully integrated system.
The work shall include as necessary the installation of system components, conduit and raceway systems, cabling and termination for the system signals and communications, programming, and testing of all system components.

Period of Performance
The contract is anticipated to be awarded for one (1) five-month Base Period.

Place of Performance
The geographic locations where the contract will be performed are both campuses of the Armed Forces Retirement Home located in Washington, DC and Gulfport, MS.
