Background
The Naval Computer & Telecommunications Master Station Atlantic (NCTAMS LANT) Base Communication Office (BCO) in Key West, Florida provides critical base-level communications essential for the operational and readiness requirements of the Department of Defense (DoD), Department of Homeland Security (DHS), National Guard units, federal agencies, and allied forces.

The BCO Key West currently manages user voice features through AT&T's web portal, as AT&T is the local exchange carrier for the area. NCTAMS LANT is seeking telecommunication vendors to conduct a site survey and develop a solution to transition from current Time Division Multiplexing (TDM) telephony services to a Voice over Internet Protocol (VoIP) delivery system at NAS Key West.

Work Details
The objective of this Performance Work Statement (PWS) is to identify vendor interest and define requirements for developing a turn-key IP-based telephone solution at NAS Key West, which serves approximately 2,200 users across 149 separate buildings.

The vendor will conduct a site survey and provide a comprehensive report detailing a VoIP solution that leverages existing Outside Plant (OSP) and Inside Plant (ISP) infrastructure. The proposed solution must comply with applicable standards including the National Electrical Code© NFPA 2018 and BICSI Telecommunications Distribution Methods Manual.

Deliverables include:
- A site survey report with proposed solutions
- Layout drawings for equipment deployment
- Documentation of cabling and power specifications
- Cost estimates for non-recurring and recurring services
- A timeline for completion.

The solution must support local and long-distance calling, voicemail services, emergency service compliance including 911 services, and must be modular/scalable to accommodate future growth.

Period of Performance
The contract performance period will commence upon award with an expectation to deliver preliminary schedules within 5 business days post-award and final solutions within 30 business days post-award.
