Kenneling Service - Port Huron

Background
The Department of Homeland Security (DHS), Customs and Border Protection (CBP) is seeking to procure commercial kennel facilities and services to support the Canine Enforcement Program. The goal of this contract is to establish a reliable source for kenneling services for CBP-owned canines, ensuring their safety and well-being while in custody.

Work Details
The contractor shall provide all labor, materials, supervision, and facilities necessary for kenneling services for CBP-owned canines. The kennel must be located within the United States and within a 30-mile radius from the port of entry. Key responsibilities include:

1. Issuing keys to authorized CBP personnel for 24/7 access to the kennel facility.
2. Ensuring that only authorized personnel have access to CBP dogs, with public access strictly prohibited.
3. Providing a list of kennel employees who must be identifiable (e.g., name badges).
4. Allowing CBP to install surveillance cameras in areas where dogs or equipment are located.
5. Maintaining clean and sanitary conditions in the kennels as specified in section 4 of the Statement of Work.
6. Conducting semi-annual performance reviews by a designated Contract Officer Representative (COR) or a qualified CBP officer.

Period of Performance
Base Year: January 1, 2026, to December 31, 2026; Option Year 1: January 1, 2027, to December 31, 2027; Option Year 2: January 1, 2028, to December 31, 2028; Option Year 3: January 1, 2029, to December 31, 2029; Option Year 4: January 1, 2030, to December 31, 2030.

Place of Performance
The kennel must be located within a 30-mile radius from the port of entry at Customs and Border Protection's work address: 2321 Pine Grove, Port Huron, Michigan.
