Description

Canine Enforcement Program, Customs & Border Protection at the location. The number of canines to be kenned will be 0-30 dogs. The number of canines is subject to change according to the demands of their service and/or emergency situations. Site destination shall be located no more than twenty-five (25) miles or no more than forty-five (45) minutes travel time. The canines' work address is as follows:

Background
The U.S. Customs and Border Protection (CBP) is seeking to procure kenneling and dog walking services to support its Canine Enforcement Program. The goal of this contract is to ensure the effective management and care of canines used in enforcement operations, which includes providing quality facilities and reliable walking services for the dogs.

The contract will be established as a five-year Blanket Purchase Agreement (BPA) starting from August 1, 2026, through July 31, 2031.

Work Details
The contractor will provide all necessary labor, materials, supervision, and facilities to meet the kenneling requirements for up to 30 canines. Key tasks include:
1. Ensuring that all kenneled canines are accessible and retrievable for duty 24/7, with a retrieval time of no more than 10 minutes for CBP K-9 Officers.
2. Limiting access to CBP canines strictly to authorized kennel personnel only; public contact is prohibited.
3. Maintaining confidentiality regarding the identity and location of CBP canines.
4. Keeping the kennel facilities clean and sanitary at all times to ensure the health and safety of the canines.
5. Providing suitable space that minimizes distractions for the canines to rest effectively.
6. Staffing the facility continuously with at least one employee during active dog hours.
7. Implementing emergency procedures including fire safety plans and handling escaped dogs.
8. Keeping accurate records of all CBP canines kenneled during each billing cycle.

Period of Performance
The contract will be performed over a five-year period from August 1, 2026, through July 31, 2031.
