This is a PRE-SOLICITATION notice for the design-bid-build construction project of the FY22 KC46-A Kitting Facility located at Tinker Air Force Base, Oklahoma. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.

To increase competition and reduce risk, Tulsa District is intending to implement a new price scheme called Prices Include Variation Over Time (PIVOT) to allow offerors to provide different prices depending on how long the Government takes to make the award. This will allow contractors to mitigate risk by giving the Government a better cost if the Government were to award more quickly vs. putting the most risk-averse pricing that assumes the Government will not award until the end of the proposal acceptance period.

The U.S. Army Corps of Engineers Tulsa District has been tasked to solicit for and award a new FY22 KC46-A Kitting Facility project. Proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR 15, Negotiated Procurement using the trade-off process.

This project consists of construction of a new approximately 40,000 gross square foot Warehouse to include: building information systems, fire protection and alarm systems, FEMA and ICC 500 storm shelter, Intrusion Detection System (IDS) installation, and Energy Monitoring and Control Systems (EMCS) connection. Special foundations are required. Supporting facilities include site improvements, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage. Heating and air conditioning will be provided by self-contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber security measures will be incorporated into this project. Sustainability/energy measures will be provided.

Key personnel for construction are anticipated to include individual personnel for Site Superintendent, Project Manager, Quality Control Manager, Site Safety Health Officer, and QC specialized support to include specialized structural inspectors, commissioning agents, fire protection engineer, and sustainability/energy integration coordinator. The project will also require a full-time scheduler to maintain an accurate and complex schedule for USACE coordination utilizing Primavera scheduling software.

In accordance with FAR 36 and DFARs 236, the estimated construction price range for this project is between $10,000,000 and $20,000,000.

Estimated duration of the project is 365 calendar days.

The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $ 39,500,000.

Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Large Businesses must comply with the FAR 52.219-9 by submitting a Small Business Subcontracting Plan should an award be made to a large business firm.
