KC-46 Aircrew and Maintenance Training Systems (ATS/MTS) Request for Information (RFI)

Background
This Request for Information (RFI) is being conducted by the government to gather market information and assess industry capabilities related to the KC-46 Aircrew Training System (ATS) and KC-46 Maintenance Training System (MTS) programs. The information obtained will inform the Government's acquisition strategy, focusing on operations, maintenance, and sustainment (OM&S) requirements.

Work Details
The RFI seeks detailed responses regarding the following areas:

1) Capability Excluding Production: Assess capability to meet requirements related to KC-46 ATS and MTS OM&S, including CLS, TSSC support, concurrency modifications and upgrades, cybersecurity, and engineering support.

2) ECP/CCP Capacity: Describe approach for timely completion of concurrent modifications and capacity for managing these modifications.

3) Configuration Baseline Management: Define processes for implementing new requirements onto existing baselines, detailing change processing and software update cycles.

4) Other Upgrades and OEM Collaboration: Summarize approaches for upgrades, collaboration with OEMs, courseware development processes, and access to qualified personnel in Instructional Systems Design.

5) Capacity for ATS, MTS, and Production Requirements: Assess current capacity to manage ATS O&S, MTS O&S, and production of training devices simultaneously.

6) Overall Risk Assessment and Mitigation: Identify major risks and mitigation strategies.

7) Relevant Experience and Knowledge: Describe experience with maintenance documentation processes, software used in aviation training, supply chain management best practices, addressing DMSMS issues, materials management, publications management, configuration management processes, packaging standards for sensitive equipment, and Financial Improvement and Audit Readiness processes.
