King Kong (Call 01) is being solicited from the Kaiju Broad Agency Announcement (BAA) (FA8650-22-S-1004)

This announcement is requesting proposals (1-Step).

Please Note: Due to the Controlled Unclassified Information (CUI) nature, Attachment 6 - Kaiju Statement of Objectives (SOO) can be obtained by requesting access under Attachments/Links, if you have an active SAM.gov account. If you do not have an active SAM.gov account and are unable to request access, please contact the POCs listed in this solicitation.

UPDATE as of 23 May 2022:

Amendment 01 changes the proposal due date to 28 June 2022. Additionally, Q&As are posted in Attachments/Links.

Amendment 02 amends paragraphs I.5.b and I.5.c of the solicitation to accurately reflect the GFI that is anticipated under this call. Additional Q&As are also posted in Attachments/Links.

Amendment 03 amends the Statement of Objectives (Attachment 1) to correct the CUI Classification to FEDCON.

Background
The Air Force Research Laboratory, Sensors Directorate (AFRL/RYW) is issuing this solicitation under the Kaiju Broad Agency Announcement (BAA) FA8650-22-S-1004.

The goal of this contract, titled 'Cognitive Electronic Warfare (EW) Software Development for In-Flight, In-Field, and In-Squadron Applications (King Kong)', is to perform research and development on advanced data processing, artificial intelligence (AI), and machine learning (ML) to enhance platform cognitive capabilities and next sortie reprogramming.

Work Details
The primary objective is to conduct R&D that aids in cognitive capability and reprogramming for military platforms.

Key tasks include:
1. Processing synthetic and tactically recorded data including I/Q, PDW, EDW, and EID;
2. Developing algorithms for emitter ID, intent, and behavior tracking;
3. Analyzing IMD and platform mission data;
4. Performing root-cause analysis through data traceability;
5. Providing analysis and visualization of MD quality;
6. Conducting multi-tiered modeling & simulation to evaluate solution effectiveness across the battlefield.

Deliverables include data items as specified in the CDRLs, software, and hardware as outlined in the Statement of Objectives.

Period of Performance
The overall effort is expected to last for 39 months, with 36 months dedicated to technical work followed by 3 months for final reporting.

Place of Performance
The contract will be performed at Wright-Patterson Air Force Base, OH.
