Description

The purpose of this RFQ is to provide commercial kennel facilities and services in support of the Bureau of Customs and Border Protection (CBP) Canine Enforcement Program. The contractor shall provide all labor, materials, supervision, and facilities required to provide kenneling services for the CBP canines. There are currently (26) canines kenneled at our contract facility. The facility needs to have the capability of providing the possibility of future kennel needs meeting the same high standards as set forth in the attached Statement of Work (SOW). The number of canines is subject to change according to the demands. Unless the facility is open 24hours per day, 7 days per week, the contractor shall issue a key or key card for the kennel facility to each CBP Officer/K9. The Officer needs to have the ability to independently access the facility and retrieve their canine 24 hours per day, 7 days per week. In addition to housing the canines, the contractor will also be responsible for cleaning the kennels and maintaining them in a safe and sanitary condition. All requirements can be found in the attached SOW and Combined Synopsis Solicitation and shall be reviewed prior to submitting a quote. All quotes submitted shall meet all requirements of the SOW to be considered responsive. Award shall be made to the Lowest Price Technically Acceptable (LPTA) quote meeting the specifications of the SOW. If the lowest priced quote is not found to be Technically Acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, or unreasonable will not be considered for award.

The contractor will be responsible for all aspects of kenneling services, including labor, materials, supervision, and facility management.

Work Details
The contractor shall provide all labor, materials, supervision, and facilities required to provide kenneling services for the CBP canines. Currently, there are 26 canines kenneled at the facility, with the potential for future increases based on demand. Key responsibilities include:

1. Providing 24/7 access to the kennel facility for CBP Officers/K9s unless the facility operates continuously; in such cases, a key or key card must be issued to each officer.

2. Ensuring that only authorized personnel have access to the canines while prohibiting public access.

3. Maintaining cleanliness and sanitation of the kennels.

4. Constructing an indoor-outdoor kennel facility that allows adequate shade, fresh air, exercise, and protection from inclement weather.

5. Ensuring that each kennel run accommodates only one dog and meets specific construction requirements including concrete flooring and secure barriers between runs.

6. Keeping detailed records of all CBP canines kenneled during each billing cycle, including arrival and transfer dates.

Place of Performance
The kennel facility must be located within 37 miles of the Port of Chicago at 5600 Pearl Street, Rosemont, IL 60018.
