626A4-18-204 Upgrade Energy Management System   2

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the upgrade of the Energy Management System at the Tennessee Valley Healthcare System Alvin C. York Campus. The goal of this project is to enhance the existing Building Automation System (BAS) and Direct Digital Controls (DDC) systems, which are currently outdated and unable to function cohesively across the facility. This upgrade aims to improve operational efficiency and ensure compatibility with modern standards.

Work Details
The contractor will provide construction services to upgrade the existing Energy Management System to Design CC or equivalent and Building Automation System. The work includes:

- Converting the DDC system to an industry-standard Native DDC front-end and panels;
- Installing a fiber optic backbone to all panels;
- Replacing outdated controls and panels;
- Adding controls to key areas;
- Providing professional services including programming, structured cabling, low-voltage electrical work, architectural patch back, tuning, fire alarms, certification/commissioning, and general construction.

Specific tasks include upgrading control panels from V-LAN to fiber communications, ensuring compliance with ASHRAE Standard 135 BACnet protocol, removing old cabling post-installation of new systems, providing a Fiber Optic Backbone with a minimum of 10 GBPS capacity, and ensuring that all new installations allow for complete integration and control across the facility's systems.

Period of Performance
The contract will be performed over a period of 365 calendar days following the issuance of the Notice to Proceed.

Place of Performance
The construction projects will be performed at the Tennessee Valley Healthcare System Alvin C. York Campus located at 3400 Lebanon Rd, Murfreesboro, TN 37129.
