K-12 Social-Emotional Learning (SEL) Instructional Resources and Screener

Background
The Department of Defense Education Activity (DoDEA) is conducting market research for K-12 Social-Emotional Learning (SEL) Instructional Resources and Screener. DoDEA seeks information on how an interested vendor could provide a program that is recognized as a Collaborative for Academic, Social, and Emotional Learning (CASEL) SELect Program in support of implementation of our Multi-Tiered System of Supports (MTSS). DoDEA operates schools in the Americas, Europe, the Middle East, and the Pacific, providing PK-12 instruction to approximately 66,000 dependents of active-duty military and civilian employees. The expected outcomes include improving student outcomes at the highest level, supporting students’ social and emotional growth through five CASEL competencies, and offering multi-year programming.

Work Details
The contractor is required to provide MTSS-aligned and CASEL SELect Program-aligned vendor-hosted, web-based instructional and supplemental resources that support SEL for DoDEA students in grades K-12 in Tiers 1-3. This includes customizable, off-the-shelf, vendor-hosted web-based systemic CASEL SELect instructional resources for DoDEA students in K-12, a K-12 screener, related technical/customer support, and virtual professional learning. The contractor must also provide a strength-based, CASEL-aligned digital screening instrument with a print option to assess student knowledge and understanding of key SEL concepts. Additionally, the contractor is responsible for providing a reporting component that allows teachers/counselors to view and track their students’ progress and assessment results individually and by classroom.

Place of Performance
The geographic locations where the contract will be performed include schools operated by DoDEA in the Americas (seven states, Puerto Rico, Cuba), Europe (Germany, England, Netherlands, Belgium, Spain, Italy, Turkey, Bahrain), and the Pacific (Korea, Japan mainland and Okinawa, Guam).
