Justification PVAHCS NEMT Bridge

Background
The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Networks (VISN) 22, is issuing this justification for a short-term bridge contract for Non-Emergent Medical Transportation (NEMT) services.

This procurement is necessary to ensure regulatory compliance and continuity of mission-critical services while a new long-term contract is competitively solicited. The urgency arises from a protest submitted to the Government Accountability Office (GAO), which has delayed the evaluation and award of the new contract.

Work Details
The contract involves providing Non-Emergent Medical Transportation services as mandated by statute under 38 USC 111A.

The services include: pre-arranged, scheduled, unscheduled, and will-call door-to-door transportation from beneficiaries' residences to medical appointments; discharges from PVAHCS inpatient wards; transports from the Emergency Department; and transportation to and from contracted nursing homes.

The incumbent contractor, 28 Trans, LLC, is uniquely qualified to provide these services without delays associated with onboarding a new provider.

Period of Performance
The period of performance for this bridge contract is set from April 1, 2026, to September 30, 2026.

Place of Performance
The services will be performed in locations designated by the Patient Travel Office (PTO), primarily within the jurisdiction of the Phoenix Veterans Affairs Healthcare System (PVAHCS).
