Justification for USCIS Technical Assistance and Support Services Senior Technical Specialist and Senior SME - FAR 16.505

Background
The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting is proposing to award a task order to ITC Federal, LLC. This action is intended to support the Field Operations Directorate (FOD) through the provision of a Senior Subject Matter Expert (SME) Developer and a Senior Technical Specialist with an emphasis on Communication and Change Management.

The goal is to enhance the Technical Assistance Support Services (TASS) currently being provided under Task Order 70SBUR23F00000006.

Work Details
Under this task order, ITC Federal will provide a Senior SME Developer and a Senior Technical Specialist who will work alongside existing ITC staff. Their responsibilities include:

- Maintaining governance
- Identifying and adopting best practices
- Modernizing, updating, and maintaining human capital and financial resource tools and databases
- Supporting the automation of the Budget Management Tool (BMT) and Hiring Management Tool (HMT)
- Ingesting Fast-hire Master data via Databricks
- Reconciling data with existing HMT data to improve reporting integrity
- Assisting in SharePoint process development
- Editing SharePoint content such as websites and graphics
- Developing new TEAMS tools using automated applications for database management and reporting capabilities.

Period of Performance
The total period of performance for this task order is 17 months, consisting of a base period from September 15, 2024, to September 14, 2025, followed by an option period from September 15, 2025, to February 10, 2026.

Place of Performance
The contract will be performed at ITC Federal's location in Fairfax, VA.
