Description

This Justification and Approval for Other Than Full and Open Competition has been reviewed and
approved in accordance with established TSA procedures and is hereby published in accordance with
Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that
is, language marked out or deleted) have been identified and confirmed by the Government as
contractor proprietary information which the Government must protect from unauthorized disclosure.
As the Government's intent to acquire using other than full and open competition was previously
published on the Government-wide Point of Entry (Contract Opportunities) and all public comments
considered at that time, the Government does not intend to respond further concerning this publication.

Background
The Transportation Security Administration (TSA) is seeking to modify contract 70T04021C7672N002 to procure additional CEIA Enhanced Metal Detectors (EMDs) required for maintaining safety and contingency stock levels. This action supports the TSA's mission to ensure aviation security by detecting potentially dangerous metallic threats. The justification for this procurement is based on the need to sustain operational legacy equipment while pursuing future competitive contracts for new detection technologies.

Work Details
The contract modification will involve the procurement of CEIA Enhanced Metal Detectors (EMDs), specifically Walk Through Metal Detectors (WTMDs) that have been modified to meet TSA's unique configuration and detection requirements. The EMDs will undergo Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) before deployment. The TSA plans to procure up to 100 CEIA EMDs as part of this modification, which will also include necessary testing and shipping to a TSA warehouse.
