Justification for Other Than Full and Open Competition (JOFOC): RESEARCH & METHDOLOGY CAPABILITY SERVICES   2

This justification and approval sets forth the facts
and requests approval for the award of a sole source task order with MITRE, Inc. to
obtain technical management, research and development, and project management
support to the Census Bureau's long-term research, methodology, and development
work. The task order is for support related to the areas of research and
implementation of unique differential privacy and disclosure avoidance methods, the
improvement of survey and decennial census data quality, and the creation of new
integrated data products to fill currently existing data gaps. The emergent and
innovative nature of this research and the resulting operational implementation requires
consistent access to a diverse and skilled set of experts in synthetic data use and
validation, data integration, statistical analysis and modeling, and computational
optimization.
