Description

See attached Justification and Approval document for description.

Background
The Defense Advanced Research Projects Agency (DARPA) is seeking approval to increase the ceiling dollar amount of an indefinite delivery/indefinite quantity (IDIQ) contract, HR001122D0001, awarded to Johns Hopkins University, Applied Physics Laboratory (JHU/APL).

This request is made in light of the essential engineering, research and development, and test and evaluation capabilities that JHU/APL provides, which are critical to DARPA's mission. The initial contract was awarded on November 8, 2021, with a ceiling of $225 million and has since been modified to $740 million. The current request seeks to raise the ceiling further to $1.1288 billion.

Work Details
DARPA relies on JHU/APL for maintaining essential capabilities that support its technical offices. These services include:
- Engineering, research and development, and test and evaluation capabilities tailored for DARPA's needs.
- Support for additional work directed by the Office of the Secretary of Defense (OSD).
- Independent evaluations and recommendations as a trusted agent while collaborating with industry.
- Core competencies in areas such as Strategic Systems Test and Evaluation; Submarine Security and Survivability; Space Science and Engineering; Combat and Guided Missile Systems; Theatre Air Defense; Information Technology; Simulation, Modeling and Operational Analysis.
- Addressing complex technical problems through a broad spectrum of research and development resources.

The modification is necessary to avoid disruption in these critical services as JHU/APL has experienced a surge in new requirements.
