Justification for other than full and open competition

Background
The United States Coast Guard (USCG) requires support to enhance the capabilities of its Cyberspace workforce. This initiative is aligned with Department of Defense (DoD) policies and USCG COMDTINST 2620.2B, which mandate ongoing professional development and certification for personnel in cybersecurity roles.

The goal of this contract is to ensure that USCG members are adequately prepared to pass industry certification exams and meet continuing education requirements.

Work Details
The contractor will provide a comprehensive portfolio of commercially available cybersecurity courses for both on-site and virtual instruction. Key tasks include:
1. Offering certification testing aligned with DoD 8140, CG CYBER Job Qualification Requirement (JQR), and Competency Coding.
2. Adapting curriculum content and the number of courses over time to meet evolving demands for roles such as CSSP Analyst, Infrastructure Support, and Incident Responder as outlined in CYBER policy 2620.2B.
3. Supplying an estimated 950 vouchers for in-person attendance, 250 re-test vouchers, and 500 renewals across the USCG enterprise without additional travel costs, as students will utilize virtual, in-person, and city-paired testing facilities.
4. Providing training for the following Global Information Assurance Certifications (GIAC) required by USCG and DoD policy: GCIA, GCIH, GSEC, GCFA, GFACT, GCFE, GPEN, GSLC, GDSA, GCSA, GRTP, GWAPT, GCTD.

Place of Performance
The training will be conducted through both virtual platforms and on-site locations as needed across the USCG enterprise.
