Justification for Exception to Fair Opportunity

Background
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is responsible for the development of Navy Unmanned Undersea Vehicles (UUV), encompassing all life cycle phases including research, development, and operational support.

The Ocean Science, Autonomous Systems, and Ranges Department (Code 75) has been designated as the Software Support Agent (SSA) for the Orca Extra Large Unmanned Undersea Vehicle (XLUUV) program. This justification serves as Revision 1 to a previously approved exception to fair opportunity, updating technical department responsibilities and contract details.

Work Details
The contractor shall provide technical, engineering, and administrative services related to the sustainment of the Orca XLUUV L3 Control Element Software (CES), including: maintaining development, security, and operations build pipeline; maintaining build environments; participating in sprint planning and closeout meetings; performing software development; executing software test and release processes; and performing software development work planned sprints.

Period of Performance
The contract will be executed over a period of two years.

Naval Undersea Warfare Center Division Newport, Newport, RI.

Bidder Requirements
Only L3 Technologies is capable of providing the required services due to their exclusive access to proprietary L3 mission planning software necessary for the Orca XLUUV system.

L3 holds data rights and source code access required for software updates and maintenance.
