Justification for Award of FA880724CB002 - Mobile User Objective System Service Life Extension Phase 1   2

Background
The Narrowband SATCOM Acquisition Delta (SSC/CGN) is the procuring agency for the Mobile User Objective System (MUOS) Service Life Extension (SLE) Phase 1. This program was previously a Navy initiative and was transferred to the Department of the Air Force in October 2021. The objective of this contract modification is to authorize continued work towards risk reduction and design activities on the MUOS SLE Phase 1, which is critical for the subsequent Phase 2 efforts.

The decision to extend these contracts is based on previous delays in contract awards and the unique capabilities of Boeing and Lockheed Martin, who are the only contractors eligible for this work.

Work Details
The scope of work includes engineering tasks necessary for the continuation of MUOS SLE Phase 1 Early Design and Risk Reduction efforts. This will occur concurrently with the commencement of the MUOS SLE Phase 2 Final design and Production contract until performance transition.

The extension will consist of one six-month Fixed Price Incentive Firm Target (FPIF) CLIN and six one-month option CLINs, which are unfunded. Specific tasks include targeted risk reduction activities, development of high-priority Contract Data Requirement List (CDRL) items, and ensuring that risk reduction efforts run parallel to Phase 2 activities. The modifications will also ensure that intellectual property requirements from the basic contracts are maintained.

Period of Performance
The contract modifications will allow for extensions through February 1, 2026, with additional one-month options available to accommodate any unforeseen delays.

Place of Performance
The work will be performed at Boeing's facility located at 900 N. Pacific Coast Highway, El Segundo, CA 90245, and Lockheed Martin's facility at 1111 Lockheed Martin Way, Sunnyvale, CA 94059.
