Description

A sole source contract modification for continued work towards risk reduction and design activities on the Mobile User Objective System Service Life Extension Phase 1 awarded to Lockheed Martin Corporation (CAGE 06887). Redacted Single Source Justification is attached.

Background
The Narrowband SATCOM Acquisition Delta (SSC/CGN) is the procuring agency for the Mobile User Objective System (MUOS) Service Life Extension (SLE) Phase 1. This program was previously a Navy initiative and was transferred to the Department of the Air Force in October 2021.

The purpose of this contract modification is to authorize continued work towards risk reduction and design activities on the MUOS SLE Phase 1, specifically awarded to Lockheed Martin Corporation and The Boeing Company. The goal is to ensure that engineering efforts continue concurrently with the commencement of the MUOS SLE Phase 2 Final design and Production contract until performance transition.

Work Details
The scope of work under this contract modification includes:
- Engineering tasks to continue the MUOS SLE Phase 1 Early Design and Risk Reduction effort.
- Execution of targeted risk reduction activities to minimize uncertainty prior to starting SLE Phase 2.
- Addressing delays in RFP development that necessitate running risk reduction efforts in parallel with Phase 2 activities.
- Inclusion of high priority Contract Data Requirement List (CDRL) items for a refined design going into SLE Phase 2.
- Modifications will allow for six months extensions through February 1, 2026, with six additional one-month options for unplanned delays.
- Funding type will be Research, Development, Test & Evaluation (RDT&E).

Period of Performance
The contract modifications will extend through February 1, 2026, with options for additional one-month extensions as needed.

Place of Performance
The work will be performed at Lockheed Martin Corporation located at 1111 Lockheed Martin Way, Sunnyvale, CA 94059 and The Boeing Company located at 900 N. Pacific Coast Highway, El Segundo, CA 90245.
