Justification for an Exception to Fair Opportunity

Background
The National Aeronautics and Space Administration (NASA) Ames Research Center is issuing a justification for an exception to the Fair Opportunity process under the Western Regional Architect-Engineer Services (WRAES) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract.

The goal of this contract is to provide engineering and construction support for the replacement of existing domestic water piping at Moffett Field and select building segments within the Ames Research Center (ARC). This action aims to restore the reliability of the domestic water infrastructure, which is critical for operational continuity.

Work Details
The contractor will perform engineering and construction support services that include:
1. Replacement of existing domestic water piping, including trenching and replacement of surface elements.
2. Ensuring continuity of design intent by utilizing AECOM, who has extensive knowledge of the existing domestic water infrastructure at ARC and Moffett Field.
3. Managing multiple coordinated domestic water shutdowns across active facilities, which will require complex scheduling due to numerous exposed connection points.
4. Conducting system testing post-construction to ensure reliability and compliance with operational constraints.

Period of Performance
The estimated period of performance for this contract is 365 days from the date of award.

Place of Performance
Moffett Field and select building segments within the Ames Research Center, California.

Bidder Requirements
The contractor must be uniquely qualified to provide the required services due to their prior involvement as the Engineer of Record for this project. They must have extensive knowledge of the existing domestic water infrastructure, including system configuration, prior modifications, and operational constraints. Additionally, they must possess a California Professional Engineer (PE) license as they are required to stamp design drawings.
