Background
The Department of War, Washington Headquarters Services, Acquisition Directorate (WHS/AD), is issuing a Justification and Approval (J&A) for a sole-source bridge contract awarded to Systems Planning and Analysis, Inc. (SPA) to ensure uninterrupted support for the Office of Industrial Policy (INDPOL). This action is necessary due to a protest regarding the award of a previous task order, which has led to a Stop Work Order on that task order. The goal of this contract is to maintain continuity of critical services while the protest is resolved.

Work Details
Under this bridge contract, SPA will provide analytical, case management, technical, and administrative support to assist INDPOL in reviewing, assessing, and mitigating foreign investment risk to the defense industrial base. Specific tasks include: processing approximately 300 CFIUS cases annually; reviewing filings; preparing fact summaries; compiling stakeholder comments; and delivering risk-based assessments and mitigation strategies. The contract will be structured as a firm-fixed-price with time-and-materials contract line item numbers (CLINs).

Period of Performance
The period of performance for the bridge contract will consist of a 6-month base period starting on June 19, 2026, followed by one 6-month option period.

Bidder Requirements
SPA is identified as the only responsible source capable of providing immediate and uninterrupted services due to their existing personnel and experience with INDPOL's requirements. No other vendors have expressed interest or submitted proposals in response to the Notice of Intent.
