Description

The purpose of this Class justification is to obtain approval to extend the existing Energy Savings Performance Contract (ESPC) III, Multiple Award Task Order Contract (MATOC) ordering period by three years (from 8 May 2025 to 7 May 2028). As a result, the MATOC capacity will increase by $43,900,000 (from $1,500,000,000 to $1,543,900,000).

The current MATOC ordering period is 10-years (five year base and a five year option ordering period). The MATOC is firm-fixed-price and was competitively awarded on 8 May 2015 to 14 contractors (see Table 1 below). The award was made to 13 large businesses and one small business. However, the small business was bought out by a large firm (Pepco Energy) and four small businesses were later on ramped.

Background
The justification aims to extend the existing Energy Savings Performance Contract (ESPC) III, Multiple Award Task Order Contract (MATOC) ordering period by three years, from May 8, 2025, to May 7, 2028. This extension will increase the MATOC capacity by $43,900,000, raising it from $1,500,000,000 to $1,543,900,000.

The ESPC III MATOC was competitively awarded on May 8, 2015, to 14 contractors (13 large businesses and one small business), although the small business was later acquired by a large firm. The Army's Assistant Secretary for Installation Energy and Environment has allocated $100 million in Fiscal Year 2024 funding for Deep Energy Retrofit assessments at multiple project locations.

Work Details
The ESPC III MATOC involves various energy conservation measures (ECMs) that include design, acquisition, installation, testing, operation, maintenance, and repair of energy or water conservation measures across multiple locations.

The extension is necessary to ensure continuity in executing current projects and meeting energy mandates set by DOD and Congress. Projects in the pipeline include nine planned projects with an estimated value of $456 million influenced by economic factors such as inflation and interest rates. An estimated additional cost impact of $68.4 million is anticipated due to these factors. The total capacity needed under this justification is approximately $824.4 million for a total capacity of $1,543,900,000 for the ESPC III MATOCs.

Period of Performance
The contract will be performed over an extended period from May 8, 2025 to May 7, 2028.

Place of Performance
The projects will be executed at various military installations including Ft Liberty, Ft Drum, West Point, Dugway Proving Grounds, Detroit Arsenal, Rock Island Arsenal Phase III, Kwajalein Atoll Phase II, Soto Cano in Honduras and Kuwait.
