Description

The National Science Foundation (NSF) is releasing the attached Justification & Approval (J&A) for Other than Full and Open Competition. This J&A concerns extension of the period of performance end date for the Antarctic Support Contract (ASC) (#NSFDACS1219442) from 30 September 2026 to 30 September 2027.

This J&A leverages the authority of FAR 6.302-3; Industrial mobilization; engineering, developmental, or research capability; or expert services .

Consistent with the requirements of FAR 6.305, this J&A is being made publicly available. Comments concerning this J&A may be submitted to the NSF email alias provided as part of this notice.

All costs associated with responding to this release will be solely at the interested party's expense and any information provided under this release is purely voluntary. Not responding to this release does not preclude participation in any future competition or participation in future subcontract opportunities which may arise with NSF.

Background
The National Science Foundation (NSF) is extending the period of performance for the Antarctic Support Contract (ASC) from September 30, 2026, to September 30, 2027. This extension is justified due to the necessity of maintaining essential engineering, research, or development capabilities in support of the United States Antarctic Program (USAP).

The USAP aims to maintain an active presence in Antarctica to support scientific research and fulfill U.S. national interests.

Work Details
The ASC provides comprehensive logistics support necessary for sustaining scientific operations in Antarctica. Key tasks include:
- decision support
- design
- planning
- implementation
- operations/maintenance of research infrastructure
- integration across complex mission areas such as flight operations and cargo movements
- facilities management
- construction.

The contract ensures the occupation of three U.S. stations year-round and supports various scientific activities that can only be conducted in Antarctica. The estimated value for this twelve-month extension is $225 million.
