Description

This Justification and Approval provides for an increased capacity for SATOC W912EK-23-D-0011 with ECC CONSTRUCTORS LLC for the ACI, Regional Contract for Debris Management Services, Region 5 - SPD. This modification increases the contract capacity of a previously awarded contract for emergency debris removal in support of the California Wildfires 2025 Debris Removal Mission. Award is made pursuant to the authority of Title 10 USC 3204(a)(2), as implemented by FAR 6.302-2, Unusual and Compelling Urgency.

Background
This justification and approval is issued for the increased capacity of SATOC W912EK-23-D-0011 with ECC Constructors LLC for the ACI, Regional Contract for Debris Management Services, Region 5 - SPD.

The contract modification is in response to the catastrophic January 2025 LA Wildfires, which resulted in significant destruction and loss of life. The Federal Emergency Management Agency (FEMA) is authorized to respond to disasters under Public Law 93-288, and this contract supports the National Response Framework's mission to manage domestic incidents effectively.

Work Details
The contractor shall manage disaster-generated debris from the point of origin to final disposal, ensuring compliance with all applicable local, state, and federal policies, regulations, and laws.

Debris management services include but are not limited to:
- Efficient handling of various waste streams;
- Addressing mission-specific requirements that may arise;
- Negotiating additional tasks at the task order level as needed.

The immediate need for these services arises from over 12,000 impacted parcels creating approximately 4 million tons of debris due to the wildfires.

Period of Performance
The contract modification will extend over the existing five-year ordering period beginning on January 9, 2023, and ending on January 8, 2028.

Place of Performance
The debris management services will be performed within the geographical boundaries of the United States (CONUS), its territories, and commonwealths.
