Justification and Approval Notice - AITC UPS System, Batteries, and PDU Maintenance: Modification P00003 to Incorporate Capacitors and Fans   2

Background
The Department of Veterans Affairs (VA), Office of Information Technology, Infrastructure Operations, Application Hosting, Cloud and Edge Solutions, National Data Center Operations and Logistics (NDCOL) requires a limited-source justification for the modification of the current delivery order to include two open market items for uninterruptible power supply (UPS) cooling fans and filtering capacitors in order to update the current UPS system to ensure its warranty status and design reliability. The current delivery order was procured as a sole source firm-fixed priced GSA delivery order awarded to Eaton Corporation.

Work Details
The required supplies include upgrading four current UPS capacitors to 9395 AC and DC Oil Filled Capacitors and one UPS fan to a 9395 1100-1100 CH FAN. These items need to be added as open market items for only Option Period 2. The total estimated value of the proposed action is $70,029.40. The justification also includes a demonstration of Eaton Corporation's unique qualifications to provide the required supply or service.

Period of Performance
The period of performance for the current delivery order is as follows: Base: 02/04/2021 – 02/03/2022, Option Period 1: 02/04/2022 – 02/03/2023, Option Period 2: 02/04/2023 – 02/03/2024, Option Period 3: 02/04/2024 – 02/03/2025, Option Period 4: 02/04/2025 – 02/03/2026.

Place of Performance
The construction projects will be performed at the Austin Information Technology Center (AITC).
