Justification and Approval for Use of Other Than Full and Open Competition - WFI Region 2

Background
The announcement is for the Justification and Approval for Other than Full and Open Competition regarding the extension of the contract N39430-20-D-2208 for Waterfront Facilities Inspection (WFI) and Assessment, Region 2 Architect-Engineering (A-E) Services.

The purpose of this action is to prevent a critical gap in WFI services that are essential for Navy mission readiness and national security. The WFI program is responsible for mandatory inspections of critical waterfront assets, which include facilities that handle fuel, ammunition, and nuclear weapons for Navy vessels.

Work Details
The contract extension will cover a six-month bridge period from February 11, 2026, to August 11, 2026.

This extension is necessary due to delays in awarding the follow-on contract and the lack of in-house resources or specialized expertise within NAVFAC EXWC to perform these essential services. The incumbent contractor has the required knowledge and resources to continue providing uninterrupted services.

The work includes underwater and above-water inspections, material condition assessments, and engineering services needed to sustain and modernize waterfront facilities. A service gap would halt these critical operations, posing unacceptable risks to naval operations and national security.
