Justification and Approval for Other than Full and Open Competition Fuels SAD-AF2 Bridge Contract   2

Background
The Defense Logistics Agency – Energy (DLA-E) has a continued requirement for fuel systems preventative and corrective maintenance services within the South Atlantic Division in support of the Air Force. The contract is being issued by the USACE Engineering and Support Center, Huntsville (CEHNC) to Weston Solutions, Inc. as a sole source bridge contract to ensure continuity of mission-critical Fuels services during a CICA stay pending GAO protest resolution.

Work Details
The contractor is required to provide vital preventive maintenance and corrective maintenance repair services to sustain robust fueling capability in support of DLA-E capitalized federal petroleum facilities and petroleum systems. The work includes:

1) Scheduled, mission-essential preventative maintenance ensuring compliance with codes, criteria, regulations, and laws;

2) Written reports detailing evaluated systems;

3) Service orders for minor repairs of deficiencies to petroleum facilities and systems;

4) Emergency response capability for safe and reliable Fuels delivery;

5) Response to emergent service requirements critical to sustaining the mission.

The scope is strictly limited to actions essential for maintaining operational readiness during the 10-week period.

Period of Performance
10 weeks beginning 16 May 2026.

Place of Performance
South Atlantic Division area of responsibility.

Bidder Requirements
Weston Solutions, Inc. is the only responsible source capable of fulfilling this short-term requirement without mission disruption due to their established capabilities and experience with site requirements.

Incumbent Analysis (see Incumbents section for more detail)
The prior award 47QSHA18D0016-W912DY20F0475 was held by Weston Solutions with a value of $44,197,291 (08/14/20–05/15/26) for recurring maintenance and minor/emergency repairs for petroleum facilities and systems across the South Atlantic Division in support of DLA and the Air Force. The current 10-week bridge contract similarly requires preventive and corrective maintenance, minor repairs, written reports, and emergency response to sustain fueling capability for DLA-E petroleum facilities and systems in the same geographic area. The bridge scope appears to be a continuation of the same recurring fuels maintenance and repair effort limited to a short transition period.
