Justification and Approval for Other than Full and Open Competition (J&A) setting forth the facts and rationale justifying the use of other than full and open competition, in accordance with AIDAR 706.302-70 (b)(5), Highly specialized services, to increase the ceiling of the Contract # 72011422C00001 implemented by Tetra Tech ARD by $3,100,000, to expand the amount of funding available under the activity's Incentive Fund, which provides targeted municipalities incentive funding to implement key public service delivery reforms. The period of performance from July 6, 2022 to July 5, 2027 is not changed.
